I received a call and person hung up after i said hello. I called back. Music was playing as if i was on hold, someone answered, when i said hello. They hung up again. I called back again, another woman answered saying it was an insurance company (robocall / recorded message)

I spoke in French when i picked up the call on my cell phone.(Quebec). the girl spoke in French back to me. I could barely understand what she was saying from a combination of her accent and speaking very fast. the connection was not great neither. All I could make out was that she in calling from Industrial Alliance insurance and wanted something, maybe a survey. I kept saying that I could not understand and to speak slowly. She eventually disconnected and did not call back. Scammer?? (live person)
